Type:
$ /etc/rc.d/rc stop
$ /etc/rc.d/rc start
or
$ /etc/rc.d/init.d/httpd restart
If you are not comfortable using SSH you can also restart using the Site Manager. Log in and got to Site Management > Site Parameters. Click on the Restart button.

On my early sites, these two instructions did indeed work.
On recent sites though, they only restart mysql, not httpd. I'm not sure when the change over happened.
To restart apache on later sites, we need to do:
$ /etc/rc.d/init.d/httpd stop
$ /etc/rc.d/init.d/httpd start
